The department of Personnel and Training issued an office memorandum in October 2014 stating that RTI responses to be uploaded online. This would have been a major breakthrough in reducing huge paperwork under RTI by means of providing RTI responses readily on website. It would have also ushered unprecedented levels of transparency. However, more than four and a half years since the memorandum was issued, no website of any ministry has complied. The Department of Personnel and training has uploaded only 2 responses on its website and hence remains in non-compliance of its own memorandum.

Similarly, the other important digitisation is that of mandatory disclosure under Section 4 of Right to Information Act. A report of Central Information Commission (CIC) (Table-1) dated November 2018 establishes that nearly 62% of public authorities score less than 80% scores despite the Act  being into force for more than 13 years now.

Land Records Management is another key project aimed at digitisation of government records. Digital India Land Records Modernisation Programme (DILRMP), a UPA-I programme aims to modernize management of land records, minimize scope of land/property disputes, enhance transparency in the land records maintenance system, and facilitate moving eventually towards guaranteed conclusive titles to immovable properties in the country. The BJP government has doubled the budget of Digital India Land Records Modernisation Programme (DILRMP), a UPA-I programme to modernise computerise land records, and increase transparency.  However, only Rs. 150 crore has been allocated for 2017-18 financial year. The programme has seen slow progress. The project was expected to be completed by 2016 but is now expected to be concluded by 2021.

In the light of nearly zero progress on the project of digitisation of RTI responses and slow progress on land records management, the performance against this promise has been classified as “Inadequate Progress”.
